Civil Engineer city specialists Support Apolyton, buy Galactic Civilizations: Deluxe Edition

OK guys, I'm new to the game. I am playing at Chieftain level and want to get the most out of my cities. I have progressed to "replacable parts" and I'm supposed to get the civil engineer specialist. How do you adjust your population to get them and tax collectors and scientisits? I looked through the books and civilopedia to no avail. Help anyone?

Increase Your PM Length

First, pull a citizen off the tile you don't want worked any longer. This will create an entertainer specialist. Just click on the specialist citizen to toggle between the various kinds of specialists available to you.

Enter the AD-FREE zone

Just in case you are not sure about how to "pull a citizen off".

Open the city view and click on any tile that is producing and that will place the citizen in a none worker status. Usually as an entertainer.

Don't use them except in really corrupt cities - usually, you can get nearly as many shields just working a tile, and food and trade too.

Remember that civil engineers are only useful for building city improvements. They contribute nothing for units.
