Assymetric warfare - Unit or other interface? Support Apolyton, buy Civilization III: Complete

Which of these functions should be implemented as a unit-based intertface, and which should be implemented as something else? By all means just reel off a list of check boxes, but well-thought comments are even more useful.

ETA: Forgot to put in the poll.

Workers, Settlers, Spies-- that is not to say that they should ONLY be done by a unit.

Workers. This is obviously a big debate. My stance is I don't want to lose any control, but any kind of improved automation is good.

Settlers. Unless there is a target to attack to keep people from settling cities, there is no disadvantage to try to make as many cities as you want (as it currently exists). The way it stands right now not only do you lose 2 population points, but you give the enemy 2 population points (I see they are in worker form. Excellent.) I don't want settling to become pushed back as a result of micromanagement. Moo3 kind of has this with automatic migration but luckily you have manual control as well. That's not to say I wouldn't mind automatic migration in a Civ4, as long as there is the ability to turn it off in case the botch it.

Spies. I'd like spying to be a much more active thing than it was in Civ3. Also I'd like to be able to take personal responsibility of it instead of just pouring ludicrous amounts of money at it only to find that the chance of success is a snowball's chance in hell, at best. Along with this I want to be able to control counter-intelligence, although I realize this could be unitless.

Edit: If anyone has any good ideas about trade with caravans/etc I'd like to hear it. I think it has potential.
