The elegant solution is that training a spy is an order, as is using a spy, attacking, raising shields or building a generator. You may only perform one of these orders each turn.

And that gets my vote, and my vote counts double

That's even worse than Skanky's suggestion, since you can't attack and use the spy simultaneously. That was always an intention of the rules you originally laid down.

I agree, that makes spies useless or similar to shields. The advantage of keeping someone at home while you go on a rampage is where the spy is at.

I say its time we vote.

SPIES
1. No training and using spies the same turn. (Joncha's proposal)
2. No training and using spies the same turn only when there are 2 players remaining. (Smiley's proposal)
3. Using a spy counts as a regular order (Jamski's proposal)
4. Spies cost BPs to build (Spaced's proposal)
5. When 2 players left, fight to the death immediately (Skanky's proposal)
6. Don't change

COMBAT
1. Allow any OoB, recalculate after 3 rounds
2. Allow any OoB, do not recalculate (Combat 1.2)
3. Don't change

FLEET LOANS
1. Yes
2. No

The only good suggestion was Joncha's suggestion, so I vote for that, if it's going to get changed. I'm still persuadable on leaving it, but I don't think that has much support.
