Call me a fool, but I'd rather we take a gentler approach to this issue. As I've noted before, my fear is that any sign of hostility before our attack will set off panic alarms in CDG, causing an unwanted build-up.
Be gentle about this issue. You know, just a simple message asking, out of pure curiosity, what their intentions are with the settler. After their reponse, another, gently informing them that we really wouldn't like it all that much if it was too close, but without any hint of a threat.
I know it makes us look weak, but what's that matter? We'll have that city in twenty turns anyway. If we appear weaker, gentler, and less hostile, CDG will redirect all its resources in it's cold war with PAL, and trust us enough to leave open an entire front ripe for our taking.

I think we should capture the settler - this will give us two more workers who can build a road towards CDG.
We only guess if CDG will build troops and walls or not. With just 4 cities and basic military units we should not be afraid of them.
Leaving them to build a city near us we will be forced to remove our sentry from the mountain and they will be able to see our road.
