Actually, I would have toasted this one a while ago, but it is one of the more often asked questions.

However, I'm also using it to keep track of who all the major spammers are so that when I crack down on them in the near future, it will be easier to identify them

When was the last time you cracked down on spam. Not that I want you to glorify spam by posting a bad boy list, but I can't remember the last time anyone got a PCR.

I'm guessing I'm being unobservant but I see no fear of retribution in the eyes of these proverbial criminals.

Most of the spam is kept at other sites, AFAIK, and what we see here is merely a tamed subset of the true crimes.

I got one once. I broke some rule I didn't know of AFAIR, and posted to apologize after rah had warned me... Not the smartest thing I've done, so I got a 10 post pcr. I could live with that of course. rah did the right thing really(the rule applies to all, even if they are unaware of one) and what's 10 posts in the big picture?
