I'm going with Rise of Rome.

Because:

1. No shortcut elimation of enemy civs (no regicide, nor city elimation)

2. Victory Point tiebreakers are the normal epic ones.

3. Locked wars combined with netural but highly agressive AI only players.

4. No equivlent of UN. (No bribing the AI into voting you the winner.)

Also, depends a lot on the level.
On Deity/Sid, Mesopotamia is clearly the hardest one.
Mid-level, agree on RoR for the mentioned reasons.

Rise of Rome is hard even as rome. So I pick that one. Yes I had troubles with Rome. Those Macedonian units cleaned up on my legionaires. Even though they shouldn't. they are only 3/3 units. Damn cheating game .

The Pacific War. I've tried as Japan, US, and Commonwealth. Emperor level (which really shouldn't matter that much, I believe)--lost all of them for different reasons: big start for Japan, but couldn't maintain momentum, was too slow playing as US (ran out of turns), and never could get things organised as the Commonwealth. Oh, well--there's always China to try.

I dont think Rise of Rome is the hardest, Ive won that numerous times.

I have not played the last three, I am trying to finish a Sengoku one right now and then Ill try Pacific War and Napolean.

Middle Ages is hard if you don't play as Abassids(only people with victory point location) and even as one of the Western Christian nations it is no easy task having to complete a crusade to Jeruselem.

It is also hard as the when you have to:

1. Build a huge army.
2. Set sail for French, Burgundian, German, or English capitol for relic.
3. Go and conquer Jeruselem.

I haven't played the conquest scenarios a lot and I have tried only 4 of them.
All at Monarch level.
1) Middle Ages (Burgundy): the easiest. I won by conquering France, Castille, Cordoba, Germany, Bulgars.
2) Rise of Rome (Rome): A little more difficult: GA and attack timing were the keys. I had to re-start it a couple of time before winning.
3) Napoleonic Era: (France): Hard. GA timing, 'opening moves' and some tips like planting forest on wheat tiles were the keys. I tried it with Russia and Ottomans, but haven't won yet.
4) Fall of Rome (a few ones): I couldn't get even close to victory. The best I could do was to take 3 cities ... This is just an impossible scenario for me.

I failed the first time with fall of rome. The key is building up sufficient forces before you attack. The first time I figured I would slowly build up forces as I'm attacking. That just doesn't work. Rome will stomp you. You need an overwhelming force. At least enough to take 3 cities in one turn (surprise attack of course- keep peace until you do this). Then you know you have enough.

Well, in the multiplayer version, the Abassids are certinately the easyist, but that has a lot to do with the Ottoman Turks not in the MP version and the cities normally assigned to the Libyan civ split between the Cordovians and Abassids. Playing the German civ is also much easier in MP as well without the Burgandy, Bulgars, and Maqyars.

I note that there aren't enough points from Jerselum to win by points alone prior to the game ending. It's only worth about 8000 points by the time limit. There's roughly another 8000 points to be made by reseraching the entire tree [including the other branches], so you need 14,000 more points from some where else to win, and that involves military. (Even taking a relic and returning it home involves a military campaign to seize it.) First military target should be Bryzantie empire, it's in the way.

As the Turks, you can win by score from military conquests alone quite easily once you have a sufficent number of your UU. It outclasses everything in this conquest.

As the other Arab civs, you have a signifcant miltary edge over the non muslium civs with your UU.

As Cordova, I'd sugest knocking out Castile first, next France, then Burgundy, then Germany. Then anything you want.

The civ that starts in Libya is probably the most challenging Arab civ due to poor quality land and being between two civs with the same units. I'd sugest first REXing to claim the rest of the land between Abus and Cordovians, then building the large army and some transports to land in Italy, and then keep ferrying your army over there to conquer the Lombards, then pick any of their neighbors.

As the Celts, I'd sugest having enough to take all Roman cities the same turn in England before attacking.

As the Turks, just have your stack of doom right outside east Romans territory and another in route to the west rome. Another stack of doom should also have left and be in route to the Sassidens.

For the german barb civs, I'd agree.

The only 3 i have bothered playing were rise of rome, fall of rome, and shogun.
Fall of rome: incredibly easy, but entertaining to be barbarian
shogun: also fairly easy, but not as easy as fall of rome
Rise of rome: i got bored after about 20 minutes and played an epic game instead.
I would vote banana, but that does not seam to be an option.

The nasty thing about the WWII scenario from an allied perspective is that with the right luck, Japan can win on victory points mostly by fighting the human player's AI allies. My first attempt, playing the U.S., left me in a losing position in terms of victory points toward the end of 1944 even though I'd pushed Japan almost back to its homeland on my side of the world. That's one of the problems with victory point scoring: winning by victory points does not necessarily reflect actually ending up in a strong position at the end of the game.

Like others have said. It depends one what civ you play.
As for me, Napoleonic was hard. Corruption once you are out of French terriotory is very rampant making it hard to build anything in captured cities without the help of Leaders.
