We only give up 6 gold per turn by maximizing our shield production (gaining 17 shields without causing revolt). I vote for shields.

Sorry I missed the poll.

You can't max shields (much more) because of happiness problems but a little tinkering is possible in the smaller cities. Taxes seem better than Science. In the future, getting Fundy would end the happiness concerns + add a bit to total tax receipts.

Yup. In the future, and right after Espionage would be my choice. We still have time for the Nuke option if it becomes necessary. Spies are cheaper than any other unit we can muster and they can sabatogue or poison in a pinch.

That's not the angle I was considering in writing that statement.

I do not think it prudent to get in a nuke-off with our much more powerful rivals, at least not just yet. If we can keep the nuclear genie in the bottle, so to speak, for a while longer, then I think we will have a better chance of prevailing in the end.

On the other hand, two spies can usually "sabotage" a ship to the bottom of the sea; this for only 60 shields, a relative bargin.

I want to amend my stement to clarify that Nukes should be a last resort. While we may be forced to it in case of a SS, we would likely get seriously nuked in return.

How can the Celts nuke any city of consequence?

Sure, they take down a city size 3. Big whoop.

As for the reputation concerns, it is very easy to get the celts to go to war with us. All it takes is for them to sever our alliance.

True, but the ensuing civil war after the fall of the Celtic capital, ensures that we will not be the primary target of any nukes that the Celts have.

I have never seen this happen. Nuking any city only reduces it by half. They would have to lose their Capital AND have less than 1000g to get a civil war. Am I dreaming these details?? If so, ...never mind.

Ah, I forgot the 1000 gold requirement.

Yes, they could relocate their capital.

In any case, if they reduce their former capital to rubble just to deny us a Celtic city, then we will be okay.

They are not in range of Apolytonia, unless they have subs with nukes patrolling.

Once we get flight, we may wish to start scouring the seas for subs.
