As it was previously agreed that we would pop the pod next to Morgan aerodynamics I popped it with the scout and got material pop for an autocomplete for the 'Half a SP on wheels'. I also worked the mechanics of the the crawler rush of the PTS at Morgan Industries. Yes, we can and should complete it even though it uses ALL of our crawlers.
Because of a lack of a road between Impalar Polymers and RFR the Probe will not be able to get there this turn.

We owe Sparta 4 next turn. If they protest we'll tell them that we will not pay partial ECs but we will keep track of it so when another half EC occurs we'll give then the whole EC.
Military Situation
I can't see the Spartan gunship or any other non Morgn unit. There are no native life forms in sight (other than the fungul tower that isn't moving anytime soon).
Military Suggestions
1. Keep our southern probe parked in the fungus to guard the southrn approach.
2. Keep a certain amount of cash on hand so that we can probe any enemy units that invade our territory. I forget, and should check the rules but are we allowed to reverse engineer?
Other Thoughts/Concerns
1. Get a probe foil built and launched from the western shores (Morgan Mussels) as soon as possible.
2. Move that trans foil out of Morgan Mussels and towards the (hoped for) location of the Peackeepers and Uni as soon as possible.
3. Keep enough cash on hand to allow us to make use of our probes. They (their ability to buy enemy units) are the only effective defense we have.
4. Continue the crawler construction for the PEG.
Possible Rushes this Turn
Whohabitat - Former 44 - 6 (3 min) = 38
Morgan Vulcanolgy - CP- 28 - 8 (4 min) = 20
SSR - CP - 37 - 8 (4 min) = 29
I do not know how rushing the CPs would work because both Mor Vul and SSR are now at Pop 1. Will the completion of the PTS (it in our first built city) cause the pop of those cities to increase to 3 before the rush of the CPs? If so, then we may wish to rush those 2 CPs at the cost of 49 ECs.

Do we send Sparta the 4 ECs this turn, or next turn?
If we got the benefit of the commerce this turn, then I think we should send them the 4 ECs (as a gift via the comm links) this turn.
If they do not complain about the .5 ECs (9 ECs/2 =4.5 ECs) they did not get, then I think we should not mention the .5 ECs. If they do complain about the .5 ECs then we should tell that either they don't get partial ECs (if we want to play hardball) or that we will keep track of the partial ECs and once we get enough partial ECs to make a whole EC then they will get the entire EC.

PS.
Because only 9 of our bases got commerce from Sparta, that should mean that even though they have a pop of 15 they only have 9 bases. What are their plans? Do they have several bases with a 2 or 3 pop? Or, are they trying to go for one or two 'specialist bases' already?

Kudos on getting the "half of a SP", that was some luck there.
Yes they produce zilch commerce. We want to be nice to them and we are getting map (albeit falsifyable) data to boot. They want to renegotiate in ~3 years (saving us the trouble of bringing it up) anyways.
Even if they do not renegotiate, we pay them an equal amount of ECON for commerce we recieve. once we get the PEG, our ECON will increase 50%.
I'll show it simply.

Now that we will have the PTS, we might be able to contemplate becoming governor, provided we get Spartan backing and influence on the AIs.
I wonder if we could build crawlers, then when we get a offensive weapon tech, we cash many crawlers in on a single turn for the prototype of an infantry with the weapon.
I wonder if they would be stupid enough to fall for conquering one of our cities, and then us buying it back complete with spartan infantry. Reconquering cities is half price

Please check ensure that I did everything right.
I did no rushes, other than the PTS, because it was unclear what to rush. I think I put stockpile after the PTS but please check. I also did very little with the formers because I did not know what we were going to do with them.
The turn is not complete. You will have to finish it.

I only rushed the PTS becuase that was the only rush we agreed on. I did not rush anything else. I did not spend any cash or send any money to the Spartans. I think we have to send then 4 ECs (if we earned the cash this turn because of the treaty).

Yes.
It is both.
They are earning NOTHING in commerce. We are giving them half of our total profits. This is killing us. They have to helps us help them to generate commerce.
Are we earning 9 with 50% (4.5) going to Econ (EC production) and 50% (4.5) going to Labs? If so, then we are profiting nothing (other than Labs) from the treaty.
Is it their running of planned that is limiting thier commerce production?
We will need to revisit the agreement we have.
We should honor our agreement, but we will have to revisit it soon.

its only 5 turns, or about 22 credits.
Do they have industrial economics and industrial automation? both of these techs increase commerce rates and it would benefit us to trade them to the spartans for something(perhaps lower the cost of Gene-splicing or get HEC).

We have +3 commerce from our social settings in addition to Morgan's +1 commerce. Even so, we need a combined 9 energy in our city and theirs in order to get any commerce. That is why we get commerce and we have to do revenue sharing, so the other factions will get something from our commerce.
We're the only faction this early to get commerce, except for the planetary governor.

Experts please help me, how will this help with their commerce rate?

Who else can they get it from?
And how soon do you think that they might get it anyway?
We might wish to wait, if we can, until after we meet some other factions (to see if we can get some military techs) before we make the trade.

I thought they DID have IA last turn, at least I remember someone saying they did. It was a speculated Gaian-Spartan trade of IA for doc: mob.
A side question, do either the gaians or angels have flex: mob? I wonder what the other two factions have been up to.
I don't think adaptive increases commerce (it IS on the way to planetary economics)

1) Those commerce enhancing techs are on the way to IA.
2) We are also getting +4 energy per base square by running FM/wealth. That is a pretty significant sum with all our bases.
3) We are getting some exploration data in addition. True it's not worth much, but they are only getting 5 ECs a turn. The unit's upkeep cost is 1 min~2 energy / turn.
4) We would be recieving 0 ECs instead of the 5 EC a turn if we had no deal. I expect the other humans to be aggressive negotiators.
When there is more commerce (and they are getting more money from us), we can reasonably ask for more freebies.

I had finished the turn myself, but since jtsisyoda is the official turn player I will not post it. I didn't do anything important, it was just changing around what was being built.
To move from 12 to 18 bases, we will need 6 CPs. This will give us the opportunity to make 3 1 pop military "support" cities. Those would be the only things we rush for a while (except for the last 4 minerals which only cost 2 EC apiece)
I would make Morgan Mussels, Morgan Vulcanology and either RFR (my personal preference) for its sea access, Whohabitat or Money Valley support cities, as all their land can be used by other cities. With another coastal support city, we can send out cheap foils for exploration, or easily mount a defensive navy. I would prefer a support city on the coast facing spartan territory, but we have none.
Anywho, I figured we should have 3 2 move probe teams (for offensive action), 3-4 def 1 move probe teams (against infiltration). The remaining cities should go formers or crawlers.
We should do some city planning before we plop down the next round of cities.
PS Sparta has a pop of 15, not 10 this turn.

I forgot screenshots... maybe somebody else can do those?
I rushed two CP's, which will happen after PTS pop growth. Our scouts need to find base sites ASAP.
I did some calculations... I wanted to see if it would be lucrative to do pod-booming. If some bases built a bunch of CP's, until pop goes to zero, and refound the base at size 3 again... we could send a bunch of CP's to the HQ with the node, for an SSC. Unfortunately, at this stage, it takes quite a few rows to produce all that population, plus the crawlers for food and the hab complex. So, it's more profitable at this stage to build rec tanks or crawlers. But I still recommend some defenses... synth rovers and probes.
