I think you might want to modify the save, so that no AI has any Workers in the capital...

Personally I think the "buy all workers during the first turn" thing is an exploit. While I would use it in a private game, this one is more of a roleplay and such things just don't fit here, methinks. That's why I asked for the save to be changed, by moving those workers out of the respective capitals.
