Jimmy, Windows doesn't have full multi-language support. You have to get the french version of Windows for that (again, I got the english version for free, so I'm not complaining.) Or you can change them manually. I'll do that, eventually... However, my help files will remain in english. When you set the default language to french (look the "fr" at the bottom of the screen), it just changes the keyboard settings, nothing more. And don't get me started on software translation here in Quebec... Take the game Fable, for instance. They sort of translated the manual, but not the game itself: the interface and the in-game text and dialogues are all in english. Needless to say, that wouldn't be tolerated in France. Personally, I don't like translations, but people who aren't bilingual can't play the game...

I can't say its an absolute disgrace. After all, if you want your Windows to be in french, buy it in french. But I admit it would be a nice extra if it had full language support, like Mac OS X seems to have.
