Hardcoded, sorry. Of course, with batch files (simple programs that can copy and replace files), and a clever use of the rules.txt and units set, you can create veterans after certain turns.
Like So:
After turn 10, with the help of a switch in the rules.txt, all Infantry in the first unit slot in the units.gif have their prerequisite tech changed to another prerequisite tech further up the tech tree or cut off from the tree entirely. Now, the Infantry that are in unit slot 1 cannot be built.
Now, let's say the other, identical infantry, in unit slot 2 is given the prerequisite tech that unit 1 had before the switch. Unit 2 can now be built.
Also, let's say the rules.txt switch also changes the attack and defensive values of Unit 1 to 2 attack and 1 defense from 1 attack and 1 defense. All the Unit 1 Infantry on the field now have a higher attack/defense ratio, making them essentially veterans. Unit 2 units now being produced will have the old characteristics of Unit 1, making them seem as if they are green troops.
Of course, this can be accomplished with CivSwap by Mercator, making the tedium of running a batch file no more.
