I disagree. Spain has it's role when at Deity or Demi you're aiming to hit a 20k victory in a city. You'll find a geneneral consensus of top players on that issue.
Whereas the Babs are excellent to hit the 100k victory.
So, all in all, in Civilization the key words are: it depends.
It depends on your playing style: warmongering or builder, the type of map you're playing at (pangea or pielago), the echelon of difficulty you've chosen for yourself, the type of victory condition you seek.
Some civilizations will be better for than others depending on what game we're talking about. However, Spain is chosen overwhelmingly to hit a 20k victory in Deity, not because of it's (crappy) UU but because of it's traits, IMHO.

Being seafaring and having a capital in the coast allows them to build Great Wonders associated to the sea such as the Colossus which will help your economy in that city. Being seafaring, all the early contacts will help you out once you've built the Great Library. You can become a tech dealer.
Being religious allows cheap temples and cathedrals. You can change governments with only one turn of unrest.
I forgot to add that the Sumerians are also great for cultural or builder type victories.
