hmmm, suggestions eh. Well, through espionage perhaps one would be able to insite corruption and steal strategic resources and Strategic Luxuries.
Espionage could allow for units to be placed in the citizen roster of an enemy city...then maybe you could use them to discontent x number of citizens, or channel x amount of food, $$$ or non strategic resources to your cities. Throw in a variable that makes effectiveness be based on proximity to the Capitol or Forbidden Palace. Thus allowing a huge civilization to be victimized heavily on it's outskirts, and not allowing for a smaller, more centralized Civ. to fall to such efforts. Of, course there would have to be a means of being able to detect these people in your cities and a way of getting rid of them as well.
Espionage (or whatever you want to call it) needs to be available sooner. Let's not pretend that the Romans weren't spying on people back in the day. All peoples had a desire to understand their enemies and friends long before the industrial revolution.

I don't think spies can steal enough strategic resources to make a difference. However, spies could possibly incite terrorist attacks to deny the resource to the host (or any other) nation for a short time.
