Cause its an RPG.
All the game forums are about TBS - the sole exceptions are Paradox games and RON. Paradox games are widely seen as closer to TB than to RTS, despite being real time. RON, though an RTS, was a game that paralleled the Civ setting (historical empire builder, fulls span of history, etc) and was by Brian Reynolds, who was responsible for SMAC, and heavily responsible for Civ2.
Pirates! is by Sid, but its not CLOSE to the Civ genre OR the Civ setting.
If theyre gonna bring in Pirates, why not have a forum for misc Sid games, which could include Simgolf, SM Gettysburg, SM Antietam, CPU Bach, his flight sim, etc.

I thought it was more of a strategy game than an rpg. with the land battles and such.
