Without any doubt all veteran Legion’s will be called to their nearest training facilities to be equipped with the latest weapons and have a training using them. I, Maximus Meadae, next to lead Rome to its glory, would like to ask the senate to give their opinion over what to do with our elite troops. Their experience with the weapons they already have, allows for a chance one of them to stand up as a Military Leader (ML). This experience gets lost if we are to equip them with the latest weapons.

Great Leader – Forbidden Palace
According to senators Joncnunn and Modo44 our ML Trajan, who is residing at Mediolanum, is to lead an army of Legion III’s. Senator Modo44 would like to emphasize on increasing the chances for a victorious army which allows for building the Heroic Epic (HE). This small wonder will increase the promotion odds. Senator Joncnunn pointed out that our empire will be virtually corruption free once we apply the government form of Imperialism. With this new army, senator Modo44 wishes to fight the Carthegenians in Spain. Senator Joncnunn has also mentioned building the Forbidden Palace (FP) with a ML. From his words regarding the purpose of Trajan, it seems however he has another Roman hero in his mind that has not yet stood up from our ranks. Nonetheless it’s a valid option to rush build the Forbidden Palace with Trajan.
A lively discussion has been going on between senators Modo44 and Joncnunn on where to place the FP. Senator Modo44 kicked off with proposing to build the FP in either Neapolis or one of the Northern cities. The FP increases the optimal city number (OCN) and reduces the distance–based corruption. Senator Joncnunn argues that there’s virtually no distance based corruption in Italy and on the close by islands under Imperialism added to the commercial nature of Rome. In reply, senator Modo44 agreed with senator Joncnunn to build the FP not too close to Rome. At the moment Modo44 was to sit down, he stepped up again and told us he remembered that in general the location of the FP is of less importance in C3C, as long as it’s build as quickly as possible to reduce the overall corruption. As Imperialism isn’t available yet, now the whole empire would benefit the most from the effect of the FP. Senator Joncnunn stood up again and mentioned building the FP with the inspirational help of a ML when we have conquered several Macedonian cities. It almost looked like senator Modo44 was to faint, but he could just make it to sit down on his chair mumbling: too slow, too slow, too slow.

Navy - Carthago
The former emperor Conius made notice of the poor state of our navy opposed to the numerous Carthegenian galleys that have been sighted. At the moment 5 galleys are available to Rome. Conius argues we should build more galleys in order to make a successful attempt at razing Carthago or instead review our plans if we want to raze Carthago at all. Senators Modo44 and Joncnunn argue that we are in higher demand of Legions III. They point out that the Celts, Gauls, Macedonians and Spanish Carthage can be reached without the need of any galley. Moreover they argue to use the galleys as a ferry and maybe build 1 extra. Senator Modo44 eventually proposed to land near Carthago by exiting port and unloading on the same turn on the closest Carthegean soil from Sicily. Even if the galleys get thrashed, although he doubts all of them will, the job will be done and no Legions lost at sea. Senator Snoopy369 suggested to use 2 galleys to shield of enemy galleys if we would really want to land on the hills near Carthago.
Hearing these arguments, I, Maximus Meadae, next to lead Rome to its glory, feel that the 3 available galleys at Sicily will do the job getting enough troops on Carthegean soil regardless the destiny of the ships. Carthage shall fall during my reign. For the voyage home, we have 2 galleys in spare and there’s a chance we’ll be at peace with Carthage by that time. I see no reason for a vote, but off course I’m open to suggestions until saturday December 4
Noviodunum
Senator Conius is worried our unprotected city in Celtic territory will be attacked soon enough by the Carthegenians. A spearman is being built there, which is probably not enough to oppose an attack. Senator Modo44 wishes to send a Legion unit through Celtic territory to aid with the defence of Noviodunum.
Hearing these arguments, I, Maximus Meadae, next to lead Rome to its glory, feel that Noviodunum is costing the Roman empire more (valuable discussion time and maybe even resources) than it yields. Giving it away to the Goths might improve their attitude towards us and might put pressure on the Gothic-Celtic relation. Having the Goths and Celts waste some resources on one another, while we intend to incorporate France into the Roman empire in due time, will be beneficial. Defense will be easier than. Nonetheless I wish to hear the voice of the senate over this matter

Some of the forum skins (like the SMAC one I'm using) don't go well with colorful text. 
Well, I already said most of what was to be said, so just minor points.
I didn't feint, nor was I near it. 
Upgrade Legions I (there is at least one left, IIRC), even Elite ones. Leave Legions II, if they are Elite, as they are.
Send the one Legion through Celtic territory, to defend the Roman city. However irrelevant you might consider them, those are now Roman citizens, dear Emperor. Our duty is to keep them safe. A Legion should do the job just fine. An army is not necessary in my opinion - it would be better used taking the road into south Spain.

I agree with the majority of senators - defend Noviodunum, Let Trajan build an army of legionaries and crush someone and upgrade all but the elite legins II.
I'm still wondering who should be the target of Trajan's army - the celts or the carthage cities in Spain. If we make peace with carthage than maybe the celts should be our next target. But if carthagians don't give their island cities we could attack them.
As general we should try to secure both luxuries (silks and spices) and build the Bacchanalia

Actually the distance reduction is very significant if in the right CN range.
I found that the FP in Neo Carthage in my own game resulted initally in very low corruption in Neo Carthage, the other Carthagian Spainish cities and the western most North African cities.
Later as the game progressed, corruption substantlly increased there as all sorts of cities were built and captured with lower CNs than those, but even that was offset by court houses until the game was very close to winning.
We'll have a big OCN increase from switching govts from Obligarchy to Imperalism.
The affect of Imperalism + FP anywhere on the map will be a virtually corruption free Italy, eastern Silicy [west Silicy may still need a CH], and Sardina.
Actually, a FP in either the Spiece city owned by the Celts or a city half way between Italy and the Silks on a river wouldn't be a bad idea. Other good locations are near Barcelonia and in North-Central Greece.
That spiece location largely elimates corruption in France, that halfway to the Silks largely elimates corruption in the Balkins, Barcelonia largely elimates corruption in Spain, and the North-Central Greece location largely elimates corruption in Greece and Macedonia. [Turning the area chosen from strictly building Garrisons without rushing to Heavy Calvarys without rushing.]
