Senator Modo44 seemed to be in excess breath as he has revealed his opinion also on the domestic affairs. He wants Rome to build aqueducts, while it is still in its Golden Age (GA), to get them up fast. Ancona and Canusium seemed best suited to grow bigger to him. Furthermore he has made a request for more courthouses. This was welcomed with an enthusiastic nodding of approval by senator Joncnunn and to which he added that courthouses are especially useful in bigger cities (with aquaducts). Senator Conius made a plea for attaining an equilibrium in building garrisons as well as citizens in the Northern part of the Empire to push our expansion towards the Northeast (the available silk). The Southern cities are thought to build up our army. Off course senator Modo44 still had something to add. He mentioned there are still spots for cities left in Italy: Croton 22, Croton 69, Padua 22.

Acknowledging these arguments and facts, I, Maximus Meadae, next to lead Rome to its glory, think to understand where the production priorities will be.
To encourage growth, appropriate cities will build an aquaduct if necessary and a courthouse. To strengthen our army, heavy cavalry and legion III’s will be build. Cities assigned to build garrisons and citizens will remain to do so, to facilitate our expansion towards the NorthEast. Please, speak up in this thread within the next 3 days if something needs to be added to this view.

I like this. We need to reach a balance, if you feel you can spare a city or two to build aqueducts for further growth, great, just try and acheive a balance between or desparate need for more military and infrastructure.

Emperor, if you mean the Workers issue, I won't stop talking about it. Until now every Emperor except me used those Workers to less than maximum efficiency. I agree it was necessary, but only in a few places, not throughout the empire. Right now the empire doesn't need to blitz-improve tiles. Sorry, but I will repeat myself until it is understood by all, that reaching maximum efficiency of Workers is crucial for the Empire.

On the propsed city sites:

I agree with Croton 69 and Padua 22 but disagree with Croton 22.

Aqaducts make the most sense for Ancora and Confidum. These two towns won't need a Court House. The other cities stuck at size 6 should probably continue pumping citizens & units until those two towns have their aquaducts.

Padua could be allowed to grow to size 12 by producing miltary units and then become a citizen pump at that size. Roma and Neapolis should spit out a citizen after their current builds finish because they are stuck at size 12.

Court Houses make the most sense in Silicy in conjuction with Aquaducts.

I think I understand what our gracious Emperor is trying to say, Modo and Joncnunn, and want to spell it out for you.

The purpose of the Senate, and the DG as a whole, is to make decisions on major issues as a group.

The Senate should never, ever micromanage the Emperor. It's a succession game, still - the emperor has control over day-to-day affairs, and I would include in that the specific builds of specific cities, the specific uses of specific units (leaders/armies aside), and the specific build queues.

The Senate should encourage the Emperor in major issues - for example, stating that we should build more Legion IIIs, for example, but not necessarily *where*; that we should attack Carthage, and even attack Carthago Nova or Carthago (old), but not the specific unit moves to do so. Anything else is silly - we'd argue for months about it, and it's unreasonable. Assume the other emperors are competent. Just because they don't have the strengths of you, doesn't mean you should belittle them or be allowed to tell them what to do - go play SP if that's what you are into. Each of us has strengths and weaknesses, some more than others, but that's what is fun about DemoGames and particularly Succession Games- we get to see other people play other ways.
