Senators, a great issue has divided our hall for some time now, and I thought it high time we resolved this issue so we could all return to our parts at making Rome even greater.
Tabled is a motion for introducing Consuls to aid the Emperor in his dominion over all Roman lands. There have been strong emotions expressed both for and against the formation of Consuls - but what are they supposed to be?
When I was party to the debate, before the recent developments, one or two Consuls were thought to be a good idea - as impartial Senators without strong allegiance save to Rome herself, who could aid in arbitrating disputes involving the Emperor or interpreting Roman law. These positions would rarely be needed, and would have no power over the Emperor or progress of our armies except if a particular issue was deemed too divisive for a single man to decide, however deified.
Now however, it seems another definition for Consuls, one by which Consuls collect views on the peoples' will and present it to the Emperor to guide him in his advancement of Rome, has appeared. These are not binding, but simply to aid the Emperor in his busy hours.
I ask you, Romans, which, if either, is needed? You may feel strongly about this issue, but please let us define what we are talking about once and for all.

There seems to be no need for Consuls at this time - or ever.
We have survived the proposal to Censure. (Which was all in fun)
The current rotating Consuls do nothing that I know of.
I don't want to play a DG that gets tied down in bureaucracy. This is a nice balance between a Succession and Demo game.
