I don't think faction leaders have to sit in their HQ. Captain Picard is not sitting in his ready-room for the entire star-trek series for example, he too goes on away-missions.
I have to agree with you, that you would find certain faction leaders more at their desk (i.e. Morgan) and some (Santiago) more in the field, but anything would be possible, even Morgan on an away mission (to the Ruins maybe).
But then again, the series would be a mix between Starship troopers (as they battle huge boils of mindworms with their flame throwers) and a Sci-Fi movie of different spiecies/factions battling themselves (as Babylon 5 for instance).
But nonetheless, if a producer would take this in production I would not complain (probably apply for a role as figurant so i can be part of it )

Bad example. Captain Picard was a... well, a captain in command of a ship. Ships, by their very nature, go to all kinds of places where strange and exciting things might happen.
Maybe a better comparison would've been DS9.

Hmm. Perhaps. But what if Santiago was at war with Morgan? Then you'd have her walking around the Command Nexus pointing at little black spots on holographic maps and whatnot. That's not interesting. The way to make that interesting is to transform those dots in actual soldiers with a personality and their own dramatic plot-line. And, of course, more soldiers for those soldiers to interact with.
And if you want to do that kind of thing for *every* Faction, the cast list might get a bit too huge. Unless you focus on one faction as the "main character faction" (so to speak).

Nope. I'm not big on internet buying and in any case, I've heard that book 2 of that series has the Hive working together with the Gaians (WTF?), so I'm not taking it as completely canon.
Anyway, having the commander of the entire faction and not just the military forces right up there on the front lines is just damn *stupid* (even though with the Spartans, the difference between the faction and the army may be small). If Santiago dies (and dying is a very regular occurance on the front lines) the Spartan Federation will probably go down with her. I can't believe that even that right-wing loonie would endanger everything she's worked so hard for just to be close to the killing or to lead a small fraction of her entire military into battle.
