Alot of that has to do with the State's financial difficulties. Normally the state refunds money to cities to cover state mandated programs but due to the financial crisis Davis and his cohorts in the state house put us in Arnie had to cut those refunds to the bone. Now the state still mandates those programs but no longer helps to pay for them.

Not when a hideously ridiculous amount of money is spent on something that seems almost minor. Some upgrading. Not even the Hong Kong or Singapore airport cost that much (I forget which city.. but they had to build a whole new island in the ocean for the airport).

If you count every Iraqi who died in Iraq since the war started you wouldn't even get close to the "hundreds of thousands" you previously claimed. The Iraqi government released a report claiming total Iraqi deaths due to coalition forces since the start of the war was between 13k-15k nearly all of whom died in the actual invasion.

The Iraqi government reviewed the claims made by groups such as iraqbodycount.com and found their claims of 50k dead Iraqis just didn't match coroners reports, hospital records, or burial records. The varified numbers are in the low teens.

It will pay for itself AND provide for profit.

The airport hasn't had any major improvements in well over 20 years.

If you haven't noticed, there are not the usual stores and food stands and restaurants at LAX that bring in lots of money. The parking is also way crowded.

Personally I like the airport the way it is because it has alot of classic style and lacks all of those shops that other airports have.

I think a lot of the $11 billion is going into red tape rather then actual investment. If you lived in L.A you would know the facts about this disasterous allocation. It doesn't take $11 billion to make improvements.
