Many older games just won't work on XP.
Some may work for other reasons:
1) Many of these older games such as Civ 2 used the Ligos Indeo drivers, which Microsoft no longer includes in its XP operating system. Some older games may include these drivers and install them if they are needed. They can also be downloaded from this site, but there is a charge of $14.95:

2) Microsoft Service Pack 2 keeps many games from running or from running properly. If you disable it's built-in firewall software, these games may run.
3) Check out the Settlers II thread in the "Other Games" forum, for some other workarounds people have used with XP. You may need to use Microsoft's Virtual PC software and a dual boot system to play your version of the game.
