Interesting idea - something that's been tried on a larger scale, actually, as a tournament concept - but you may have to resolve the following problem: USA has far too high of a proportion of PBEM players. You would, in one sense, be giving a substantial advantage to the USA team, and in another sense be penalizing USA players, as they would individually have far less of a say in what happens than, say, the Aussie team (what, five members or so?), or even more obviously the Brazilian team.
How about separate US teams by coast - east coast and west coast? If you needed a third team you could always have a third team - "midwest", otherwise us midwesterners would go wherever we felt closer to

My concern with timezones, after some time to think, would be that, again, EST and PST would be huge. You could combine Mountain time with Central Time, though, and maybe combine Maritime with acouple of the Western-most zones that mainly apply to S America (sorry, no idea what they're called) and then another two on the East side of S America (if there are that many). Depending on who signs up, we may want to just combine all of S America, actually. Anyway, I'm really just rambling on at thios point, I think the point has been made.

Oh, and I'd rather see either random civs or the actual civ - which it looks like you're going for - but I'm not sure how fair that's going to end up being ... 
Oh, and Iroquois would be myself, I believe, more so than north of the lakes. From what I recall they were mostly in Michigan, which is actually EST (not CST, which makes no sense to me but whatever) and around lakes michigan and ontario (and I'm about 500 feet from that there lake )
Although I could be incorrect, my learning of these details was many many years ago 
(That, and otherwise we don't really have a civ to play in the midwest Of course, neither does the east coast group or the west, only the southwest, but what the hey East coast can play "America" and west can play "Aztec" ... )

Hmm. How about this:
8 teams:
Australia/Oceania
England/UK
Northern Europe (Norway, Belgium, etc. - Anything that would be in or north of "Northern Europe" in risk )
Western/Southern Europe (Greece, Portugal, Turkey, etc. - Anything that would not be Northern Europe or UK)
The Rest of the World - Asia, Africa, South America, and anyone who wanted out of the American teams
America/East of Mississippi
America/West of Mississippi
Canada
If you wanted to cut down to 6, cut out "Rest of World" and combine with W/S Europe; and cut out Canada and combine that with America/East and America/West based on which part of Canada.
These teams are based partially on the Iron Civer Civgroup, which is somewhat representative of who's in the game and very active. I think we'd be much better off keeping Canada seperate; but if we go down to 6 we pretty much have to mix it in, unless we want to have a European Juggernaut ...
Based on IC membership, the teams in order of size:
(out of 18)
US GMT -5: 4
US GMT -6: 2
US GMT -8: 1
US unclear: 1
for 8/18 (44%) or 2 teams of 22% each (avg.)
Canada GMT -5/-6: 1
Canada GMT -7/-8: 1
Canada Unclear: 1
for 3/18 (16%)
UK: 3 (16%)
Oz: 3 (16%)
N. Europe: 3 (16%)
S. Europe or others: 2 (11%) (includes sabre, who i'm not sure where he lives, europe vs. asia)
No "else", although i'm sure there are some.
So the teams I proposed, with slight modification:
US GMT -5 (EST) : 4/18 or 22%
US GMT -6->-8 (CST-PST): 4/18 or 22% (incl. unclear)
UK: 3/18 or 16%
Oz: 3/18 or 16%
Canada: 3/18 or 16%
N. Europe: 3/18 or 16%
S. Europe et al: 2/18 or 11%
So, it's not so bad - not perfectly representative of course but probably not too bad either ...
Just a thought, and some number behind it Platy, please do what you think is best as you're organizing it
