Yes, with a total of 4 unique luxaries Hanging Gardens will be benifitial becuase it would eliminate the need for Catherdrials the towns would otherwise have at size 9 - 11 [depends on difficulty level] running 0% luxaries. [Without a Taxmen.]
No, commercial civs do not get a 50% cost reduction for commercial buildings.
They instead get:
1. 2 extra commerce for pop 7-12 cities. 3 extra gold for a pop 13+ city.
Yes, that extra gold can get further increased increased by MP, Libaries, etc.
2. Reduced corrpution [both shields and commerce]
The Commerical flag on a regular city improvemetn just means that maintenance is free with Adam Smith.
Note that this combined with 2 extra support under Republic for a pop 7 city compared to a pop 6 means we really need to be growing our cities to size 6, rushing aquaducts, and then getting them to size 7.
This combiends to make a size 7 city to us effectively worth at least 6 GPT more than a size 6 one! [4GPT in reduced support costs + the 2GPT * multipliers in some combo of science and taxes]

I really hate the monarchy detour for HG, as much as the rest of you do, and another consideration is with 4 lux's and markets in the larger towns will we really need it despite it being the most utilitarian wonder we have left?
Thats assuming we can get markets built fairly easily which should be true with the commercial trait, correct? 50% cost?
