When i played empire earth 1 played it like an rts game not like a civ game. Empire earth may have more ages then games like age of empires but it is still a rts game.

I agree, but RTS can never be superior to TBS, except in the tactical sense, IMO. RTS is about reflexes and is best suited to tactical battles, while TBS is about grand strategy and suits that purpose well, at least that is the track record thus far. Again, nothing but one man's opinion.
With that said, RTS games of late have been taking a step in the right direction... with pause functions, and various 'speed' settings, more grand strategy can be deployed and emphasized, though it's still a long way off from competing with TBS.

I haven't played the game yet, so I can't really comment on that. If I remember to, I'll come back to this once I've actually tried the game.

As to the original poster's comments, considering that Empire Earth 2 isn't out yet, if you want a civ-like game in RTS format, try Rise of Nations. It sounds like exactly what you want. I own it, and it's ok, but it's a RTS, so I can only play it once or twice a year... which indicates my distaste for the genre overall.
