I think the Total War series (particularly Rome, which has absolutley awesome music) would be a good model to follow for the earlier ages.
For the modern era I think Sim City 4's music would be a good inspiration.

I play Civ3 sometimes with music and sometimes oggs and I become extremely focused on the game (making me a better player) whilst listening to D'n'B. OTOH, sustained periods of Coltrane and Ellington cause my empire to slowly crumble away into oblivion...
I think this gives the game developers an opportunity to influence how we play, and by extension whether we continue to play, and pay.
