Good turn out already.
Empress' ballot was in fact turned in by legal methods.

I've had a few people sending in real complex custom settings;
PLEASE, I'm keeping a manual record on this. No elaborate spreadsheet with charts and such.

Land size restricted to Large, normal, or small.
