Great work on the list. I think it could've been further broken down though. The reason is that I highly doubt Soren or anyone at Firaxis will read the entire 166 pages, rather, Soren or the producer would give out pieces of the list to section heads (like the lead in AI, or the lead in Graphics, etc).

DarkCloud: Thanks. Of course, I can't take any credit for being creative. After I helped to release the last list, a group (I can't remember who ran it) staged a big vote for each section of the list and came up with a Top 10. I suspect had we done that earlier, Firaxis might have had a better chance of knowing what we find most important. At the end of the day, though, they also want the game to appeal to newbies, too, and not just the Poly hardcore...so our Top 10 might not be as important as -we- want it to be, anyway.
I do know, though, that Firaxis read every page of the previous list (it was printed and tabbed, etc.). So it wouldn't suprise me if the same happened this time as well.

I have an Idea,
I think civilizations that have some sources (such as oil) have some control on how much to export them , (import or export) .
in CivIII there are few controls on them , and the prices were too low or too high.
maybe having an analog value (0.25, 0.13) for import and export is better than Digital ones (1,2,3 )
another Idea is the control on civilizations, for example a growed civ can do many things on weak civs.
for example , when Babylon belongs to persia , babylon exists and lives , but it was not on maps. I think this would be alot better if a Civ became too weak it loose controls on many parameters (military , money and ...) .
another Idea is the size of buildings and city improvements,
I think it should be a parameter that user defines, for example a civ can have the bigest market in one of its cities, and other civs try to build bigger than it (a thing similar to great wonders, but all of sizes is different and no limit on building them in any time ...)

A new Idea :
It would be alot better if Electrical Power be exportable. (importing oil or uranium, producing electrical power and exporting it)
perhaps it should more improvements, like "Power Lines" in addition to Power Plants.

Its better to let the Player define size of buildings and city improvements.perhaps larger improvements may have more effects and take more time to build.
for example : I build a library with size 2 because the city that builds it is small, or in my capital I say to build library size 7 because I want to have the largest library in the wotld (and the game tells which civilization has the biggest one).
or another example : I am persia, my biggest university is in pasargad with size 22, but America has university with size 24 in NewYork, Pasargad is building a great wonder so I tell the persepolis to expand its university from size 18 to 25.
the amount of shields depend on size exponentialy.
for example : building university size 8 takes 1280 shields but university of size 4 takes 320 shields, or size 1 takes 20 shields. (exponential values)
a thing similar to great wonders, but all of sizes is different and no limit on building them in any time ...
