Part of the game and not an exploit to me. I feel that if a civ gains a(n early) advantage, the other civs will respond. In a small game like IC it might be too unbalanced [Bongo built SoZ with SGL very early and whiped the others out, eventhough they had allied]. Here, with 6 civs there's plenty of oppurtunity to take joint countermeasurements.
I can understand the counterarguments. If most feel it is too unbalancing and don't have trust in cooperation with other civs I'd suggest (as I allready did) to allow SGL only for a scientific golden age. Cheating is very obvious and I can't imagine a whole team will support that anyway.

Just read your argument that SGL's are useless for a SGA. How's that? I thought it doubled the science rate in a city for 20 turns. I would favour a SGL for the scientific civs to have some use above no SGL at all. It devalues the scientific civs. [/edit]
