E_T's workforce diagram
Here is a picture of E_T's WorkForce Diagram. The way that it's used, starts at the top and moves clockwise in a spiral outwards. So, and example would be: set WF to 1-3-20, the cities workers would be on the 1, 3 and 20 tiles.

It's Food first, Shields second and Trade third.
Now, for those who don't know, this is what happens (and it's not a bug, because something must go first, second and third):
1) food is added or subtracted - If this results in a size change, then the new pop is set to work the tile that it most likely would work (depending sometimes on Govemor settings). Civil disorder would also happen at this time.
2) the shields are added to a build - If the build is complete, then it gets the effects of that new build (i.e. anything that helps the trade/happieness takes effect). If the build is a settler/worker, then the pop is decreased. The new WF is set to default
3) trade is then figured.
So, if your at size 5, building a settler with, say, 5 SPT and you need 6 to complete and you would grow the next turn, It would add the new pop (grows to size 6) and set him to work the most logical tile. If that new shield output is enough to get the settler built, then the pop now drops to size 4 and the trade is figured for that turn.

Very logical ... but I fear it is more confusing than 3-6-9 notation, ie directional notation. At least for me ... I would have to memorize the locations of each square, and/or work it out each time; and would inevitably screw something up. Also confusing for new players... Directional notation, as I used in the initial turn orders, are pretty clear from the start, as long as you know what they're describing ...
Okay, i misread that horribly. I thought you meant workers, not workforce. I suppose that's as logical a system as you can do for workforce.
I'm working on the tech numbers now. Several do change (like bronze working!) ... doing a spreadsheet.
