Got spare money?

With the recently finished ISDG fresh in memory I will share how the victorious GWT team were organized

In short, we had the turn-player(zugführer), ministers and everyone else


The ministers were elected among the crowd based on their gaming skills and their willingness to run for office. Then the ministers picked one among them to be the turnplayer.


Over time, ministers and turnplayers resigned or disappeared. 'Normal' members could then be appointed as new ministers if the team decided they had the skill needed.



We were a true democracy in the sense that almost all issues were solved by consensus. The turnplayer and the ministers didn't have any formal power as such but as they were elected cause of their gaming skills their opinions had great impact on consensus-forming.

Everyone could open the save and make suggestions but very few were allowed to do stuff on their own. When I was Kriegsminister(minister of war) during a big invasion, most I could do without the teams approval was to move one or two scouts ahead so I could make pics on enemy troop movement.

Increase Your PM Length

A normal turn might look like this:
After the save is recieved, one of the ministers makes a turn-suggestion and post relevant info(pics, trade offers etc)

This was usually a numbered list, like this:
1 Check the save lardasses
2 Diplomacy
3 City builds and other start of turn messages
4 General intelligence(visible enemy units, who's warring who etc)
5 Cities
6 Things military and scouting.
7 Workers and development
8 Strategy
9 Did I miss anything?


Many of these points are optional, and when our empire grows so will the list

Then other team members can comment on the first suggestion and add their own if they feel something is left out.

After many hours of posting back and forth you can usually see a consensus forming. When there's little left to discuss, the turnplayer can play the turn.


Sometimes the turn will have to be split up in 'sub-turns'. Typically during big wars, the turnplayer will play out one battle, then post the results and start discussing the next battle.

Suffering from ads?

We don't have that many member so we should keep the number of official positions low.

We should of course have a turnplayer. This position should not change hands very often. I have read ugly stories about what happens when turnplayers play alternating turns (Hint: Gathering Storm during the Great Bobian war in PTWDG1)

With our current size I think 2 ministers will be enough. Their primary function should be to cover for the turnplayer should he be able to perform his duties.


Apart from that I think everyone should be allowed to claim any title for their own personal (ab)use

How about 'Minister of Cute Animal Mistreatment'

In the ISDG over at CFC (yeah, I know...a spy/traitor) we have 25-turn periods for offices. I think that would work for our turnplayer.

Techs and wars are rather straightforward in civ 3. When we have decided about our goals and guidelines, so is the city production and city planning (where to build them).
So I believe only one office is needed and that one is the turnplayer.
