My (possibly flawed) understanding of gang members wearing the baggy, low-riding pants is this: The style is (or was) called "jailin'," so named because, when you go to jail, the police take your belt and shoestrings so that you don't have anything to hang yourself with. I can't vouch for this, but it's what I've heard, so take this for what it's worth -- pure, unadulterated rumor.

Most of the prisoners I've seen have been dressed in sporty orange one-peice suits that zip up iin the front. They don't need belts.

I thought that loose fitting clothes made it easier to hide weapons.

Asher if you think causing sleep deprivation towards people suspected of terrorism, conspiracy theories, and being threatened of a fine of paying $50 for showing your underwears puts us anywhere near the level of the Taliban, where you would be killed or tortured for not following some aspect of religious law, you are too far gone. He has said the constituents included customers at his barber shop who were offended by exposed underwear.
