Wake up! Lose 30 kilos (of popups)

How can you activate a human-controlled unit on sentry in an island city via events? Creating an enemy air unit adjacent to the city works only part of the time. I've tried both 0mf and 1mf / 0 range units.

Perhaps the utility CPSL (correct abbreviation?) has some facility for sentry tweaking -
Apart from that, the invisible enemy unit wake-up would be the only thing I could suggest...
