quote: Feb. 17, 2005 — President Bush plans to tap John Negroponte, the current U.S. ambassador to Iraq, as his nominee to become the nation's first national intelligence director, ABC News has learned.
If confirmed by Congress, Negroponte, 65, would be charged with coordinating the activities of 15 U.S. intelligence agencies in a position created in response to the Sept. 11, 2001, attacks. Negroponte also would control the flow of spy information and the purse strings for intelligence.
Bush is expected to announce his choice of Negroponte, the former U.S. ambassador to the United Nations, at a 10 a.m. news conference.
Bush signed the bill creating the position of national intelligence director on Dec. 17, and White House spokesman Scott McClellan explained why the president took his time choosing a nominee.
"This is a position of critical importance and the president wanted to make sure he gets it right," The Associated Press quoted McClellan as saying. "This individual will have the full authority to do the job that needs to be done and will have the full confidence of the president of the United States."
Bob Callahan, a spokesman for the U.S. Embassy in Baghdad, declined to confirm the appointment of Negroponte as intelligence director.
"As far as we know Negroponte continues to serve here in Iraq at the pleasure of the president," Callahan said.
But a senior official directly involved confirmed Negroponte will be nominated.
"We don't even have a short list yet" on his replacement as U.S. ambassador to Iraq, the senior official said. |

What the INS says about Negroponte's Batallion 3-16:
quote: Between 1980 and 1982, the Public Security Forces (FSP) created the Special Operations Command (COE) which gathered intelligence and coordinated actions against the opposition, including campesino organizations. The FSP was supported by the National Investigations Directorate (DNI), whose job was to spy on and repress campesino organizations, unions and students. Intelligence Battalion 3-16 was also created in the early 1980s with the help of the CIA. Together with the DNI, Battalion 3-16 is blamed for the repression, capture, interrogation and disappearance of about 180 people, generally popular movement leaders (Inforpress, October 1998). |

We know that Negroponte was responsible for the disbursement of military aid to Honduras including Batallion 3-16 et al., and was responsible for covering up their atrocities. So at best, he was criminally negligent regarding the Batallion; at worst, who knows. Incidentally, when he was announced as an appointee to the UN Ambassadorship, the Bush Admin immediately deported several former members of the death squad (including the founder of the batallion, Gen. Alvir, who was Honduras' Deputy Ambassador to the UN at the time) who could've elaborated on Negroponte's relationship to it with the Senate.

Deporting someone who could testify on your nominee to the UN Ambassadorship's relation to a death squad hardly takes a political genius. And for all his faults, Shrub is an effective politician.
To clarify, in '94 the Honduras Human Rights Commission charged Negroponte with a number of human rights violations.
