Yes, but Mutually Assured Destruction requires each of us to have enough nukes to kill *all* opponents. In this game, it's impossible to have MAD with anyone having 5 cities

Really, MAD only applies in a 2 or 3 player scenario. 4+ players need to each have a 'stockpile', which only lasts one turn, AND to have no bunkers. That's another issue that prevents MAD in this game.
