Preface:
The world has become a dangerous place due to lies, secrecy, and betrayal. The time is now to promote openess and peace among friends; and provide a common defense. It is the general understanding that members of the Organisation for World Mutual Defense are friends and allies. We know that disputes will arise among us as the world continues to change. We agree that all disputes among members have peaceful solutions. We agree to find those solutions, making the Organisation for World Mutual Defense stronger. We look to be an example to the world.

Definition of Terms:
MPP - Mutual Protection Pact
Team - a civilization in Eve Of Destruction, also called a civ.
AM - Team Ankh-Morpork
Babylon - Team Babylon
Members - Members of the Organisation for World Mutual
Defense. Charter members AM and Babylon
Attack - is to mean military action against AM or
Babylon in friendly territory; or a naval blockade of that territory.
Friendly Territory - is to mean a member's sovereign territory as shown by the borders; or lands that a member was led to believe were safe. eg. Team AM might believe that Neutral Territory was safe due to an arrangement with Team X. Team X then attacks Team AM in that neutral zone.
Aggressor - The civilization that started the series of attacks.
Victim - The civilization that is being attacked by an aggressor.
Unprovoked Aggression - means that this attack can not be justified by reasonable people.

Section 1: Sharing of Information
1.1 Members will openly share information about other treaties they have entered into.

1.2 Members will openly share information about their own troop movements and defenses.

1.3 Members will consult each other before initiating acts of aggression against non-members.

1.4 Information shared related to this section is to be considered top secret and not shared with any non-members.


Section 2: Mutual Protection Pact
2.1 Invocation of Mutual Protection

In the event that either Babylon or AM are attacked by an aggressor, the victim is allowed to invoke Mutual Protection:

The victim will send via email, PM, or other means of communication to the other members either a request for help or request to stand down. This request will include evidence that this was unprovoked aggression, and details of the attack.

2.2 Request For Help & Member Response
When called on for help the other members will send all available aide. Available aide is to include but not limited to troops, gold, technology, and diplomatic means. All members will consider themselves at war with the aggressor, unless diplomatic means obviously prevents this. All members will consider themselves victims of this attack.

2.3 Request To Stand Down & Member Response
The victim of the attack might not feel threatened enough to request help, and might wish to settle the matter alone. A Request For Help can be sent for later if the situation changes. The other members will ready themselves to respond to a possible future Request For Help.

2.4 End of Hostilities
The primary victim, ie. the first attacked, has the right to lead negotiations to end the hostilities. However, no member will act alone or in secret with the aggressor. The negotiated End of Hostilities is to be agreed to by all members. There can be no seperate peace.

2.5 Compensation
Aide sent due to Invocation of Mutual Protection will be fairly compensated as soon as possible.


Section 3: Renewal and Cancelation of this treaty

3.1 This treaty will come up for renewal every 20 turns and upon one member reaching a new age. If the MPP expires a member should notify the other that they intended to allow this to expire, and with draw at that point.

3.2 This treaty can be backed out of by any member with notice to all other members 10 turns in advance. Existing members are full members with full rights and full responsibilities of the MPP until the 10th turn has ended.

3.3 This treaty can be backed out of immediately by any member with cause. Cause is to mean, evidence that another member violated one of the line items listed within this document.

3.4 This treaty is by no means to be interpreted by members or non-members as a dreaded "Shared Victory Treaty". All members and non-members are playing for a win.


Section 4: Membership & Ammendments

4.1 Other teams may be invited to join this organisation with full approval of the current members.

4.2 Ammendments may be added to this treaty with full approval of the current members.

Altered Vassalization treaty with Babylon.

Treaty of Permanent Partnership Between Ankh Morpork and Babylon

Purpose

The purpose of this treaty is to affirm the creation of a permanent partnership between the nations of Ankh Morpork and Babylon, the purpose of which is to ensure the security and prosperity of both nations for all time to come. The member nations shall seek to cooperate with one another in the future to ensure joint success in the competition of the nations through a victory on the part of Ankh Morpork and prosperity for Babylon.

Article I - Non-Aggression

1. Neither nation shall ever attack the other unless it is mutually agreed to by both partners for the purpose of exchanging artillery units.

2. Neither nation shall ever declare war upon the other unless it is mutually agreed to by both partners for the purpose of exchanging artillery units, or for breaking a resource trade.

Article II - Sharing of Luxuries

1. The partner nations shall share all available luxuries with one another unless Clause 2 or 3 is activated.

2. By a joint decision of the two nations, they may decide to forgo one of their nations having a luxury in order to sell it to a foreign power.

3. If only one source of a luxury should exist between the partner nations, the nation of Ankh Morpork shall decide what nation that luxury shall go to.

Article III - Partnership in Technological Research

1. The partner nations shall share all technologies in their possession with the other unless Clause 2 is activated.

2. By a joint decision of the partner nations, they may decide to forgo sharing a given technology with one or the other nation.

3. Cooperative research goals shall be discussed between the partners and if any conflicts exist, they shall be resolved by a decision by the nation of Ankh Morpork.

4. By a joint decision of the partners, the nation of Babylon may sell a technology to a foreign power.

Article IV - Wonders of the World

1. The partners shall inform each other of what wonders of the world they are planning to construct.

2. If any conflict exists in plans by the partners to construct wonders of the world, the nation of Ankh Morpork may make a decision on what wonders it will construct that the nation of Babylon will not.

Article V - Mutual Protection and Military Alliance

1. If any nation should declare war upon either partner, the other partner is obligated to declare war upon the declaring power and come to the defense of its partner.

2. The timing of such a declaration and of the arrival of military aid as in Clause 1 shall be discussed between the partners and ultimately decided by the nation of Ankh Morpork.

3. If the nation of Ankh Morpork decides to declare war upon a foreign power, the nation of Babylon shall do so as well if this is requested by the nation of Ankh Morpork.

4. If the partners jointly agree, the nation of Babylon may unilaterally declare war upon a foreign power that has not invaded its territory.

5. The partners shall cooperate in all military matters during any war by sharing information about troop positions, intelligence about the enemy, and plans.

6. For any territory conquered from a foreign power in war, the nation of Ankh Morpork shall decide to which partner the territory shall eventually be awarded and when it shall.

Article VI - Exchange of Territory

1.The cities of Inannas Throne, Hooka and Kurra shall be gifted to Ankh Morpork

2. Babylon shall keep, as its official possessions, the cities of Potamia and The Gardens of Tammuz, until Ankh Morpork requests that they be gifted to Ankh Morpork. Babylon shall also have the right to settle the southern desert, in addition to the city sites TMR 111111 and TMR 2211. Babylon shall also settle the city sites Potamia 4477, and Potamia 1111. The land behind these border cities may be settled however Babylon wishes to settle it.

3. Neither partner shall ever accept the cultural conversion of a city belonging to the other partner. Should any cultural conversion of a city take place from one partner to the other anyhow, the city in question shall be immediately returned to its original owner.

3. The partners may exchange additional territory by mutual agreement at any point in the future and such agreements may include the exchanging of lands with nations not a party to this partnership at the mutual agreement of both partners.

ARTICLE VII - Additional Agreements

1. By a joint decision of the partners, the nation of Babylon may sign a non-aggression agreement with a foreign power.

2. By a joint decision of the partners, the nation of Babylon may sign a mutual-protection agreement with a foreign power.

3. Future agreements between the partners and with foreign powers may be created and both partners pledge to do their utmost to find mutually beneficial solutions for the partners in all such cases, but ultimately the nation of Ankh Morpork has the right to veto potential agreements by the partnership with foreign powers.

ARTICLE VIII - Ratification

1. Once this treaty has been signed by the representatives of each partner, those representatives are responsible for taking the treaty back to be ratified by the House of Lords in Babylon and the Council of the Storm in Ankh Morpork.

2. Upon ratification by the Babylonian people and the Council of Oligarchy in Ankh Morpork and notification of this ratification in each case is sent to the other nation, this treaty will go into effect and the partners will be bound by its terms.

ARTICLE IX - Ammendments

1. This treaty may be ammended if representatives of the two partners mutually agree to an ammended version of the treaty and such an ammended treaty is then ratified using the guidelines found in Article VIII.

Babylon want a two turn ceasefire agreement while they "Discuss the vassalization treaty".

NO. The war continues until we accept their surrender. They will not be given the time to build up troops. They need to know this now, So I am going to PM them again.

OK, Orm, I'm in an Italian internet cafe, so I'll have to be brief.

we need to have access to all of their cities. I don't want to be backstabbed (Paranoia again...). Would it be possible for you to ask for a peace treaty, RoP, and for them to empty all of their units out of their cities and move them to Potamia, so we know that they won't backstab us?

In the Past, we offered a Partnership of Equals, which would have benefited both of us, with rapid research, to help outweigh the growing threats. We are now in a war of attrition, while others gain strength. This benefits neither of us.

As you might have surmised, the Vassalization deal is dead. Although, we feel that AM is currently untrustworthy, we offer you a chance to start redeeming yourselves, in our eyes.

We don't offer nor ask for status quo ante bellum, but we do want to stop this senseless fight, before the tide of war takes both of us out. Join us in this, or not - it is your choice.

Babylon will accept Peace with AM under the following conditions:
1) Withdraw your Army from the former Felinicity and former Babylonian territories, back across the former AM/Babylon Border. It will then move further away from Babylon.
2) All Military units in PoA will move 8-8-8 (and head north from there, afterwards)
3) All Buildings in PoA and Former Felinicity will remain intact (i.e. no selling off of Improvements
4) The 2 former Babylon workers, at PoA 8-8 will remain in place to get recaptured.
5) Babylon will recapture PoA and Former Felinicity
6) All other Former Babylon workers will be put into positions to be recaptured. If they are too far away for that to happen, they will be moved to a position to get recaptured.
7) As AM used our former partnership plan to gain Feudalism, from us, right before the attack, then AM will give to us, as part of the peace deal, any and all other technologies that they have, at the time of the peace deal. Also, this war triggered your GA, you will give us your next technology, that is currently under research, once completed.
8) AM will abide to the former Border agreement, that was ratified, just before the war.
9) AM units will not pillage during the withdrawal from Babylonian territory

Babylon could ask for more reparations, but we are not going to, as we don't want to make the demands so ridiculous as to be laughable and not seriously taken. We feel that this should be sufficient, in terms, to be acceptable, to both teams.

There is a greater threat out there and needs to be met with a united front, or not at all. We are willing to forgo any other demands. This will make a very great effort in repairing our relationship and can be a starting point for future cooperation.

Send Peace accepted this next turn and Babylon will
consider this document signed.
