I think these are the most urgent worker jobs.

• Yellow: needs a mine
  
• Red: needs a road
  
• Blue: needs a forest chop

I'm not sure why we need a road 8-8 of Ashur...

Also, we don't know ow soon 2-3 of Inanna's Throne will be within our cultural borders.

Otherwise I agree, though the choppings depend on builds too. PoA could use one soon if we are indeed going for that granary, whereas Babylon may want to wait for a barracks build or somesuch if it's going for a settler after the bowman. (Or it could go for the barracks immediately, and the chop would be useful as soon as the bowman is finished.)

Both of those roads would connect new cities.
