Map editor, higher terrain problem Support Apolyton, buy GURPS/ Alpha Centauri

I have never been able to use the CTL-Shift mouse click combo to raise terrain, except to create level 1 land out of ocean. I have no problem with any other terrain. Please help.

Actually its CTL-Left Mouse click to raise terrain, CTL-Right Mouse click to lower. As far as I know the shift key is never used. FYI.
