All of this is true as long as it doesn't cost money... Money gets assigned mostly for the 'important' projects, such as stopping the evil communist advance...
As far as Congo is concerned, IMHO the country should be 'encouraged' to set up a fairer government... (And this should be applied to most aid-recieving nations) You send missions to asses the level of human rights and general quality of life, and what the government does to promote/improve them, and award aid according to this (It should be compared to the lifestyle level of the ruling class). As time goes by, whoever is on top will at least try to level things out a bit, and it's there when you've got to insist on education. And make sure the people are really being educated and not brainwashed. You can even provide mostly technical knowledge (be it in agriculture or whatever else is most useful for the people), but also some civic education, and the people will slowly start to put pressure on the government.
The problem with all of this, is that it requres constant watching over, and it can get screwed up by a plague, bad harvest, or any other event (human or not) which can cause massive discontent among the population...

He never mentioned that Iraquis have to be arab, but there's these things called nationalities which are mostly tied to one ethnic group / culture, and by putting two groups inside one bag, especially if one of them is a minority, will not make them happy... The gentilice(sp?) gets attatched to the larger group, and thus the smaller group feels like it shouldn't belong there... They're not called Kurds just for no reason, you know? By the way, have you ever taken a close look at the Iraqui flag? There's the text "Allah Ackbar" written on arabic on it. Hardly an arab country, right? 
As for the Basques, yes they do have some degree of autonomy, but they don't have independance. Many nations fought for independance even when they did have various degrees of autonomy.
