What mom should've done is beat the boyfriend with the vac cord. OK, that would'nt fly, but she could have called the police to arrest the bf for something like contributing to the delinquency of a minor. That way your sister gets to see that her actions affect people around her that she cares about. (Not that it is guaranteed to work better.)

My Dad used the switch. He'd hand the offender his pocket knife and we'd know what comes next. If you hated your gma I'd bet it is more than just the use of the switch.

My dad did the same thing when we were kids we had to pick our own and if didnt like it we had to go get another one.
