My thoughts on the next turn:
-Move the Babylon citizen on the forest to the sugar. Next build settler? Barracks? (I definitely think Inanna's Throne should build a settler, but since Babylon is the chewy, corruption-free center of our little frosted chocolate sugar bomb, we might want to keep growing it.)
-Swap the mined bonus 9 of the Ivory, and the Cattle, between Inanna and PoA. Switch them back the next turn, 3300 BC. (PoA won't need the cattle for one of its turns, might as well be this one. If we can switch the cattle back to Inanna one more time after PoA has grown to size 3, this micromanagement will shave a turn off of Inanna's next growth.)
-Cain 8, peeking inside the border as much as possible
-Abel 2-4 (We have 6 turns till the settler is produced, so we have time to scout out the wheat site and determine if there's a good site there. If we move 2-4-4-4-8, we'll have a good picture of the wheat area 1 turn before the settler is produced.)
-Felix 8, continuing north
-Anna 8 (Only alternative I see is 6 and then 8 next turn, but if that's our destination, 8-6 will be more immediately useful than 6-8)
-Gunther 6 (let's follow the border east; he's the only truly eastward scout we have at the moment)
