What I could do:
Heliopolis completes worker, start spearman
Cohen - 6
Caracen - 2 (both are seeking for Babylon's border)
Grog - 9
HMGV - fortify on the mountain
Wroker from Heliopolis - 4 and chop forest next turn
wf in Home - 2-3
wf in Memphis - 33-36 (use both mined grasslands with shields)
No time for making more analysis - I think this is what I would do. I should really expect in more details the game. I see we are already last in population
