When I was poor and desperate, I did take rolls of TP from various places. I also stole food. Mostly I mooched off of other students. Our school required people to put way more money on their cards than they could eat, and they lost the money at the end of the year, so people were always happy to feed me.

The public restroom stuff is abrasive. I try to avoid using it at all costs - plus if you wait for sales and triple coupons, toilet paper can be very inexpensive. I haven't been so poor yet I couldn't afford the typical 15 cents a roll I pay, and that's for Quilted Northern, Charmin, and Cottnelle (Scott is as nasty as the restroom stuff, I only bought that once).
