I would say that 1. if we see a war chariot, they are not weak. 2. If we see spears in the cities, they are not weak. 3. If both cities are currently defended they are not weak.

Undefended is not one on one. In my experiences with Civ III, the capital (although it is not supposed to) always seems to gain some sort of defensive bonus.
