In a PBEM... Got spare money?

Can a player gift bases to another player?

I can't find such an option in the diplomatic screen, nor elsewhere in the gamebuttons at first sight.

1. The base can lose some facilities and pop in the capture

2. You have the captured base drone

3. You have to lose some commerce by going to vendetta
