	Arms Trade? Production Licences? Increase the size of your Attachments

Ok. So because Apolyton feels like a Ghost-site lately... I was thumbing through some of the scenarios over at CivFanatics and found the WORLD 2004 one. Under Concepts on the first post, the creator mentions ARMS TRADE. Buying and selling production licences?? Can we accomplish this with Civ3C's editor or with a mod/patch of some kind? I am vastly interested in this particular concept and would search high and low for it. So I came here to the top to see what you guys have heard/known.

We can trade arms by special resources, like in the "Unit Trade Mod"(Middle Ages Conquest changed) that can be downloaded on the www.civ3.com
If only a few civs have some resource, they can trade it and alow any civ to build some unit, but it can only be used in scenarios with definite player start locations, to make only one civ get this resource.
