Now wait a minute...
First the settlers refuse to even think about leaving, and now they agree to do so in exchange for staying together? That makes no sense, it's like a person agreeing to be shot in the hand as long as his fingernails are kept clean.
What happened to the plans of resistance?

Methinks it's a diversion. The settlers are just trying to calm things down and be the good guys in the media for once, thus allowing them more room to prepare for the campaign.

Maybe they figure if they don't negotiate now, they won't have any voice in the matter?
And the article does say that only two thirds of the settlers back the initiative.
