How about getting rid of base-trading, getting rid of multiple OoBs, and implementing 100% attrition. No bases - you lose everything. This has the same effect in practice as giving the defender a modifier - the wise attacker will leave ships behind. There, the game would be simplifed and balanced.

Then you better as well flush out allied attacks. At least a defending player knows then he has a fair chance to repel one of the attackers.

But it will indeed give attacking players a real incentive to stay home with a significant chunk of their fleet.

If you remove multiple OoBs, you remove a lot of the strategy from the game. They need to stay, otherwise warfare is reduced from strategy and planning to just luck, which is not optimal.

Don't be silly. If people are only attacking with 50% fleets, they need an ally to get their numbers up. If you are attacked by three allies you shouldn't have a hope in hell anyway.

Multiple OOBs are *necessary* regardless of anything else. Getting rid of base trading I no longer care much about.

100% attrition, no, don't like it.
I think this is more likely to encourage people to not leave *anything* behind, or no more than a frigate screen; you can't afford to lose on attack. And allied attacks are pretty much the way of the world anyway. There's too much down on the defense now as it is - the fact that you can take your fleet out on attack to defend it in a sense from people attacking you is all you have anyway, to prevent a couple of teams of 3 from just smashing everything else up ...

Just remove shields all together and you'll see a endless stream of attacks.

Shields are what prevents attacks, Disengrage are what prevents attacks from killing people.

Just take out shields and one can add tons of defense options like "intercept" and there'd be BIG BATTLEZ every turn.

While Senator Danq promised a restoration of the ancient Republic after the overthrow of Min Grah's police state, most galactic leaders laughed. Nontheless, in the current time, such small nations were at risk of falling into enemy hands as a satellite that would carry out dirty espionage missions. With that in mind, Ken Banobi decided to liberate the fledging republic.

Banobi was confident, as the entire fleet was sent to face what could not be more than 15 frigates. That part was indeed true. However, the legend of JEBUS had travelled far, and Danq was prepared. Shields were up, and two torpedo titans were atomized, while a third took severe damage.

Spy and Spy vs. Admiral

With the loss of all bases, Polly Siffan had gone from loose cannon to loose cannon with a burning fuse.

The first spy was dispatched by General Ordin, who had been attacked before and expected a followup on either himself or one of his new allies. Despite their being no bases to land on, the spy managed to infiltrate Siffan's fleet and made his way to the senior officers' lounge.

There, he was in for quite a surprise- among the faces in the crowd was a familiar one, another agent among the shadowy galactic network. This spy worked for Agath Agathari. The two exchanged some code and met later to discuss the operation.

As it turned out, Siffan's fleet was preparing for invasion of Agathari's territory. Bogus coordinates were hacked into the ship's computer, and the armada found itself arriving in yet another empty corner of space. Thirty tons of shipping were scrapped for parts.
