Following the disappearance of Basileus Naviwinat at the end of the Battle of New New New Constantinople, what remained of the Empire lay in the hands of General Ordin. The vast holdings offered much protection, but no defense.
As a result, General Ordin immediately set about to build a shield generator.
His enemies continued their hot pursuit, however. Vetko, who had declared himself Emperor, was not happy to see his earlier holdings under what he deemed "imposter rule". To begin his activities, he sent a spy to keep Ordin at home.
The fleets were idle, so the spy sabotaged the shield generator being constructed. The rest was fairly inevitable from there. Vetko's huge fleet, along with that of Polly Siffan, descended on the General's empire.
Ever observant on the wider world of tactics, the General employed the latest tactic in the playbook- immediate retreat. This left the Empire with no planets at all, but at least preserved part of its dwindling fleet.
