2k Games has a booth as wekk as take 2 so I would assume that civ will be in one of them. Take 2 has a little different marketing strategy than most companies if you look at the GTA series they don't put out much info before the release so I wouldn't be surprised if there is very little announced before the release.
The idea behind it is that it will create it's own hype with fans trying to gather as much info as possible. Also Take 2 doesn't seem to be as limiting as atari with budgets. Atari probably sold Civ because of how much they were blamed for Civ3 being what it was.
A lot of people have talked about a advertising campaign before the release and Take 2 usually doesn't advertise untill after the release like what they do with GTA.
It could just be me, but I have a really good feeling about Take 2 publishing the game. I think that Civ4 will exceed expectations (compared to Civ3).
