Marx was president of the council at Koln, and while The Commie was an ardent democrat and German nationalist. Establishing a bourgeois republic in Germany was what he was about in those days, even if he though workers could seize power in the more industralized countries. According to Marx, Germany needed to go through industrialization and a bourgeois revolution before it could become socialist. He was rather popular in the Rhineland, you know.
