Well Boco I began this task thinking the end result wouldn't be up to par, but to my surprise they don't look that bad. Luckily the reduction didn't effect any of the important symbol graphics, so all the flags should be easy to make out at first glance.
In my opinion though this is just about as far down as they can be reduced in size.

They do reduce well (even the Gurkha vs the Saudi shields) , but you really shouldn't encourage my obsessive ways! Fairline already does that very well.
What should I use for a U-Boat ensign?
I'm afraid that the Bersaglieri and RHA units are not in v2.
Let's see for v2, I need a red ensign, but that's a cinch from your Canadian button. One icon represents artillery from the Indian, French, and Egyptian armies. I can modify the RFA shield to have only a blue background for that. Only thing missing is a generic anchor for 3 icons that represent Naval Infantry, Destroyers, and Gunboats from the Royal, French, Indian, and Egyptian navies.
Btw, can you post a signature that I can put in my units file?

Well I took a shot at some possible artillery shields, naval shields as well as a blank Red Ensign, a blank Blue Ensign and the flag of the Imperial German Navy. I have to say of all the flags that were reduced in size the G.I.N. shield lost the most in detail. The eagle at the center, the iron cross on the black white and red banner all had to be lost.
Let me know what the verdict is.

Say Chris, those button shields are great (I have yet to see how they look in-game, but I look forward to it), however, could I get just six more to finish my set? I need a Yen symbol (preferably yellow on a green backdrop like most trade units), your engineer shield, your generic artillery shield, your AA shield, your generic naval shield, and a nuclear symbol, if I could so trouble you. I'd really appreciate it if you could help me with this. Thanks!

Second, I have the generic button shields for Patine. In order of appearance we have the generic tank shield, armored car shield, naval shield, artillery shield, nuclear shield, infantry shield, anti aircraft shield, engineering shield, european merchant shield, and finally the asian merchant shield you had requested.

Say, Chris, could I ask one more thing (for now, at least)? I need the RAF, USAAF, Soviet air, and nuclear buttons miniaturized, like you did for Boco, otherwise they won't fit in (the planes I have take up a lot of the box they occupy). If you could do this, I'd be most obliged, as usual.

Now for that lesson in city graphic placement I had promised. First off there are two sets of dots who's positoin on the green border/frame will determine where the city's flag and size number will be positioned.
First the orange dots circled in red, they indicate the position of the city size number.
Second the blue dots circled in purple indicate the position of the city flag. For best use of the city graphics it might be wise using trial and error to find the best positoin away from the city buildings to position the flag and size number as to not hide the city design or the flag itself.
If anyone has any further information on this topic please feel free to offer it.

Thanks Gareth!! I knew that magic pixel that controlled the stack colour was there somewhere but I had completely forgotten where it was.
